Robert C. Oaks was born in Los Angeles, California. He graduated from the U.S. Air Force Academy in 1959 and, after pilot training, flew combat missions in Vietnam. Elder Oaks retired as a General from the United States Air Force in 1994 and was sustained as a member of the Second Quorum of the Seventy on April 1, 2000. He has served as a counselor and as president of the Africa Southeast Area, and has served as a counselor in the Utah North Area. On October 2, 2004 he was sustained as a member of the Presidency of the Seventy.
